Correct planting?

I had the most beautiful Magnolia in my front yard that died. After spending a year pouting I finally purchased a new one! When digging out the old roots I discovered that my previous magnolia had been planted in a wire cage. It also looks like landscaping pins were pushed in, right through roots. Is this common? My gut says it should have been removed. As much as I would love to place blame on someone else, I thought I would ask some experts :)
