Game is Unplayable on High End PC

My 5090-enabled PC just can't get the game to run smoothly for some reason. Anyone experience this before? I locked the FPS to 60 to see if that would do anything, but nope, didn't help. I can't think of any reason why this would be happening.
I am now playing on my Steam Deck as it worked flawlessly there, but this seems weird to run into this problem on such a powerful PC. Any help would be very much appreciated.
