Companies that use "scare tactics" when you with draw from the company and no longer want to move forward. Have you seen this before?

I been in the field for some years now and working towards becoming a BCBA. As a RBT i have never experienced where a companies is threatening to report me to the board because as a "medically licensed professional" I abandoned a client and referenced the board as "the medical board". Now being a RBT is a certification NOT a license. I felt bad withdrawing last minute however I did this before meeting the client/family and actually starting.
