I just happen to think she’s a pre-Hartnell Doctor… Maybe the one JUST before Hartnell. Got the idea / vibe to be ‘the Doctor’ but then had her mind wiped by Division. The buried TARDIS turning into the police box outside the lighthouse can be explained by a functioning Chameleon Circuit transforming to show the (13th) Doctor that it is in fact the same TARDIS. We learned “the Doctor’s Wife” that the TARDIS knows about its own future, so surly if the TARDIS the Fugitive Doctor had encountered the 13th Doctor, it either is the same TARDIS and wanted to show her, or it’s just another TARDIS and revealed itself to 13 in the easiest way (I imagine it’s the first and it / fate drew the 1st Doctor to “steal” that one).
