The generic bandits in Skyrim have more confidence than self preservation. They will see a guy using armor and weapons made from dragon bones and think they even have a chance with their iron weapons and armor. They can witness the same guy shout some words in an ancient language and rip the soul out of someone’s body and they will still try to fight him.

Project Caliban was an attempt to create super soldiers that resulted in turning people into monsters. The people that were subjected to unethical experimentation were children with an immune disorder. The entire thing is somewhat comically evil to me because the project only worked if the subjects where kids with an immune disorder.
