I was walking past the train tracks at bloor and wilson around midnight when I was approached by a masked individual. I started running and he gave chase. As I was running, I called 911 and tried it explain to the lady that I was being chased by a masked man, but it was hard to speak since I was running and out of breath.

Once the lady understood me she explained that there's nothing she can do since there was no crime committed. They wouldn't even send a cruiser.

Luckily I ran into a local bar and the individual didn't follow inside. Is this standard procedure? Seems awfully strange since we aren't even allowed to arm or protect ourselves in canada.
