When the radio is on and I shut the car down, what makes it decide whether to come on when I restart the car or require a push of the "play" button on the screen or volume knob to make it come on again?

Seems to randomly require it.

Why can't I just get carbonated water out of them? Seems like it would be relatively simple. Even a lot of soda fountains seem to have a button to provide soda water.
