Narration in HBP

The first two chapters — "prime minister" and Narcissa and Bella visiting Snape , are from general narration perspective not by any character as I can understand since Harry didn't witness them .

But till now and even after these two chapters, the narration is again from Harry's view , so , how can there be those two chapters if it was always Harry's POV ?

We know Harry was an accidental Horcrux carrying piece of Voldemort's soul.

What if Voldemort had known this somehow ? Would he had abandoned the thought of killing Harry ? And if not then he could not be able to accomplish his motives, so what would had been his decision in such a situation?

Or was there any horcrux reversal way which he would had used to detach his soul from Harry ?

Lupin is very positive character on whole but in Harry Potter and the prisoner of Azkaban , Lupin as professor was such a well written teacher. That book shows Snape, Hagrid, Mcgonagall, Divination teacher (forgot her name) but nobody comes as close as the character of Professor Lupin .

He has everything a student wishes from a teacher . His character as professor is enough to inspire.

But my question is, in wizarding world , everyone knew that werewolf's bite makes a person werewolf so in that way he is a victim and if necessary precautions were taken (as took in Lupin's case ) nobody will be harmed ,then why were werewolves consider as bad and outcasts ?
