Has anyone successfully utilized acoustic curtains to dampen sounds from neighbors?

In my case, I’m looking to cover my patio door with something to block out the sound of my neighbor’s dog barking incessantly on the patio above us.

What are your favorite places to get fresh baked chocolate chip cookies anywhere in NJ? It’s my favorite food and I want to try various places! Of course I bake my own as well : )
