Is this thatch? Fescue

Is this thatch? I keep reading that fescue doesn’t really develop thatch, but the grass doesn’t look healthy, and I just took some cores and they look like this. I have really dense clay soil (Midwest). I have “dethatched”/scarified with a greenworks machine and over-seeded the past 2 years, but now I feel like I’ve just been making things worse.
- Is this salvageable?
- Do I just have to wait it out until fall to address this? I hate to even waste water on this lawn all summer.
- Recommendations to better prevent this? Should I be bagging all clippings?
