Am I able to report this as a crime? If so; where and how? When I try reporting online, it states Spain is not covered. I’m not even sure if this constitutes fraud or harassment so unsure of which option to press.

England - I (38F) am being threatened by my brother who claims that he will share images of me with my family and in-laws.
This started in September last year. He had, what I can only assume, a mental breakdown where he started lashing out at family members and making random remarks and accusations. Upon receiving a text from me asking him not to be rude, he started to threaten me and mentioned a BF I may have had 18 or 20 years ago.
He said I have photos that your ex boyfriend sent to my inbox, of you in a hotel. He said that he will share them with my mother, my husband and my in-laws.
I don’t believe there are any pictures. At least I’m not aware of any pictures being taken of me, or ever being shared. Especially to my brother - and I have no idea why he would hold on to them for 20 years.
So I have no idea if these are fabricated pictures using AI or pictures that have been modified in some way to make them seem worse than they are.
I had ignored the above threat but today he has contacted me again (mainly because he thinks I have done something which I haven’t) and said I will share your photos with your husband and your father in law; along with a lot of profanity.
I’m now genuinely concerned he either 1) has already shared, or 2) will be sharing some pictures of me - I’ve no idea if they’re explicit or not but he’s definitely using them to cause harm.
I’m really lost as to what I can do. Do I have any legal options available since he doesn’t reside here?
I’d really appreciate any help. My in-laws are very conservative - but even if they weren’t - having to explain pictures aren’t real (not least that my own brother is doing this) is embarrassing to say the least and at worst, can really ruin my relationships. My parents are way too old to be familiarly with how AI can be used to manipulate things so again I’m concerned about how I can explain what this weirdo is up to.
