How do I tell how big something is going to be before I 3d print it?

I want to use blender to help me make 3d miniatures I can print out, but I'm having a hard time figuring out how big the models I make are going to be. I won't be printing them out myself, I'll be sending them either to someone on etsy or people local to me with a printer, but I don't want to make them do any extra work.

I'm trying to create a Boolean to cut out part of this outfit, but it isn't working

I watched a bunch of YouTube tutorials on using a Boolean object to make a hole in another object, but for some reason it isn't working here. I set the cone to difference and made it a manifold solver, but when I set the display as to bounds, it doesn't cut out anything. Am I doing this wrong? The model was originally a smd file. Do Boolean cuts not work? Is there another way to make the hole I want?
