Loose Shelf Rails

Got my first Blackstone and set it up today. My only problem is that the shelf rails are loose. The shoulder bolts seem to be either too long, or the M5 nuts are incorrect, as I can't tighten them any further, and yet the rails just hang loosely from the bolts.

Is this how it's supposed to be? Did they send me the wrong hardware? Or did I install this incorrectly?
