Car Hire under 26

Hi!
Me and a friend are planning a trip to the UK the next month, we have friends all across and are landing in Birmingham and departing from Heathrow airport. Both of us are just under 25 and since we’re planning to drive through Bristol and Leicester, obviously car hire is the best idea, however the prices are roughly over £100/day (auto, unlimited miles and full insurance). The young driver charge is outrageous compared to what I’m used to.
Is there a way to get around the age fee or get around smoothly through different cities without wasting a lot of time? Since the laws are different in UK, I’ve heard that it’s not possible for me to even drive my friends car because I won’t be insured, is there a way to get a temporary insurance on a car for a non UK citizen?
