pwede ba ma-DL kahit 18 units lang out of 24 max units ang gi kuha?

hi! i’m a shiftee and currently in my 3rd year in my current course. i got a 3.9 QPI, but I only have 16 units. am I still part of the PL, or not, since the maximum load is 21 units? the remaining units were minors that i already took during my previous course kasi.
