Edit: I think it may be neoscona crucifera- a spotted orb weaver. I didn’t think so at first bc most pictures I’ve seen are way hairier which makes them look grey and differently shaped but I found a pic of one that was less hairy and it was nearly identical

Hard to get a good picture in the water but it’s 1-1.5 inches wide, brown, the spots on its back are orange
