How much time does it take for steam to "verify that it does not contain harmful content"?

I get these comments sometimes because of CS skins that people wanna buy. They write on my profile and it shows up like that. These can't be deleted neither by me, nor by the person who made the comment (I asked two of them, they said the system won't let them delete it).

Do these ever get verified?

It's only a small inconvenience, but I'm a "-rep cheater" collector, I wear those comments with pride (if you play cs, you know what I'm talking about), so I'd like my profile to be free of hidden comments.

I sometimes find profiles that are clearly in the wrong, yet since I haven't played against them, I cannot report them through faceit. Here is one example, without name, because I know witch hunting is forbidden.

The guy is clearly che-ating in competitive and his faceit matches are not tracked on csrep. I imagine he bought a lvl10 account and is now struggling on faceit because he can't che-at there with cheap software.

Played regularly until getting lvl10 on April 05, that was his last win. Came back to faceit on April 26, now it's a 12-match lose streak.

Where to report? Should I even report? He likely doesn't che-at on faceit based on these results, but still, you see what's the problem.
