Tbilisi Police is Surprising

So I was in Pekini in my car in the right side of the lane waiting to turn right. When the light turned green I turned right, and all of a sudden a scooter came from the right side trying to go straight in the lane that is for the vehicles to turn right. Scooter hit my car and my car was badly damaged. The scooter driver was an Indian. He works for a Georgian restaurant as a delivery person. He contacted his owner and his owner came. He was a Georgian. So he contacted the police and I was okey with it too because I needed to claim my insurance. The police guy came to meet us after like 1 hour. The police officer happened to be a very good friend of the Georgian person who called him. The police listened to this Georgian guy and then took some photos and told me it was my fault. I was SHOCKED. I tried to explain why I'm not wrong and how on earth would I be wrong if the scooter hit my car on the back and the side? The police officer was like shut up and listen to the Georgian guy. Now police was letting this Georgian guy speak about the law to me. Then police fined me 250 Lari saying it was my mistake. What a joke? I laughed at it and the police office is trying to scare me asking what's funny? Isn't it funny how these people just bend laws for friendship. I will be appealing the fine to the head office. I hope they will look at this matter in a neutral manner. As a foreigner I'm disappointed about this country and it's people. Makes me want to throw up.
