Hi, I have an HP ProBook with an Intel i5 processor running Windows 10. My laptop fan makes a loud “rrrr” noise sometimes even when CPU usage is low, but the laptop itself does not feel hot or warm.
Could this be a fan problem or dust issue instead of overheating?
Any safe fixes or advice?

I installed GTA SA
When I tried to open game , after the nvidia logo the game is crashing. I installed dxsetup and even run it as administrative, and changed my windows 10 to windows 7 from compatibility.
Still the game is crashing
