Forced to phone verify again after having done so about a month ago, got a "too many requests" error when putting in my number

I was prompted to verify with my phone number, I did so about a month ago. Now when I put in my number I get an error. Can't paint or do anything. Not sure why I'd have to put in my phone number again after already getting verified a first time..
