It has been switiching between diagnosing your pc, connecting to network then powering off and on again for 20m now and i dont know why. Please help

So if i have a unit on the ground behind heaven cover but visible from above and there is a character on the third floor of volkus can the person behind heavy cover be targeted since its so high up. Also is there any bonuses of being on the third floor compared to the second floor when being shot at?
