Someone hit my bumper with their tire, I think? Will this buff out?

BMW i4. The damage doesn’t appear to go down to the paint. I’m unfamiliar with detailing outside of normal washing of my car.

Somebody hit my front bumper with what appears to be a tire? Will it buff out or is there paint damage?

2024 BMW i4. It doesn’t seem to go down to bare metal. I’m not too familiar with buffing or detailing outside of normal washing the car.
I’m in Seattle area.
