I have never come across anything like this. It was big, dry, felt like astronaut ice cream. Google said maybe planthopper eggs…. Thoughts? I removed and then sprayed but is this going to spread?

What is this???? It was not there a few days ago. It looks like a growth, was dry when I pulled off what was on my pepper. Google said Planthopper eggs but this was a Festival of something…. I have never seen anything like it.
