Car has these chipping and rusting all over. Rusting not so much this is the worse spot. What’s the best course of action if I want to wrap the whole car.

What I was thinking

1)sand down all areas heavily
2) anti rust primer
3)sand more
4)more primer
5) light paint
6) sand/clean
7) wrap

Any flaws in my plan? Any better ways to go about this so I don’t encounter again?
