If you don't know who HIY is, I will do my best to explain him. HIY, short for hog in yellow is a spoof exe created by the king in yellow, who managed to get a cartridge of sonic and enjoyed it so much that he decided to make his own fan game, failing creating HIY, mostly he is your average spoof with exe's abilities, his personality is mannered and well fitted to an extent, he does have a slight British accent and he is a playwright, like his creator, another thing of HIY, he is an recluse, rarely trying to kill his victims, as he prefers his time to be writing plays (which is why I think he is considered spoof)
