Oyster Card Refund for Travellers

Today, while taking the underground, my family and I scanned in at a station, and the line we needed to take was completely shut down in the area. We scanned in, then immediately went out the exit scanning out. It charged us, I believe £7. Which is just illogical and outrageous in the first place. I asked a worker at the station, and they said to apply for a refund online. Yet when I go to do so, I need a UK address.

Is there another way to do this, or have we essentially been scammed? We have a nearly identical system where I'm from, and no way they'd get away with something like this.
