Location: North Carolina

I have a friend who is wanting to report a sexual assault that happened to them. They’re not quite sure how to go about reporting it. Should they contact the police department in the jurisdiction where it happened? A lawyer? Should they start with a SA advocate type group/hotline?

They’re hesitant it’ll be brushed off, I’ve never personally dealt with something like this so I’m not sure the best advice. What’s the best plan of action to get things started?
