Hi there, I read the mfaq on IATA and US DOT (super helpful) and I'm pretty sure I am being charged in violation of these items. Looking for confirmation and help on further action.
Outbound flight: KL6635 (Operated by Delta), KL6035 (Operated by Delta), KL3357 (Operated by Air Europa).
Return flight: KL3352 (Operated by Air Europa), KL6176 (Operated by Delta), KL5864 (Operated by Delta).
Itinerary was marketed and purchased through KLM. "Standard" fare was paid on KLM website (a tier above light fare) to include 1 23kg check bag.
On my outbound trip I checked a bicycle as my standard baggage allowance and paid no extra fee as it is not oversize/overweight (under 50lbs/ 23kg).
On my return trip the ticket counter at Air Europa demanded I pay $200 euros to check the bicycle. I told them I already have baggage allowance for the bicycle and they said I needed to pay now and can contact KLM for a refund. After about 15 mins of going back and forth I just paid in order to not miss my flight and not hold up a line of people behind me.
Since KLM is the marketing airline, and Delta performed the most significant leg of the trip between Spain and the US, wouldn't either KLM or Delta serve as the MSC and Air Europa has no authority to charge an extra 200 Euros?
If it is a violation, what is the best way to have my money returned? The claim I filed on KLM was denied, and I have a claim open on Air Europa but they were very dodgy on the phone when I called. Should I file a dispute with my credit card company or contact the US DOT?
