Anyone have experience reporting abuse as a sub?

I observed the lead teacher verbally and physically abuse 3/4 year old children. Some were non-verbal and autistic. I take it seriously, and have tried to go through the proper channels to report what I saw but it feels like the system is set up to deter and discourage. I’m not going to give up, but just wanted to hear if anyone else has gone through the process beyond just notifying DCF.
