Do you tell failing students not to bother with the final exam?

Every semester I have a few students who show up for the final exam who have no prayer of passing the course. Mathematically, they can't pass even with a perfect exam score. I always feel bad for them, wasting their time. Should I tell them not to bother?

Update: I appreciate all the insight! In this case, I think the student was just clueless. It's a synchronous online course and I was doing Zoom proctoring. She had a lot of tech problems that required a lot of my time to help troubleshoot, and I kept wishing I could just say "this is all a gigantic waste of time." She got a 63% on the exam, average score was 80%
