I honestly don’t even know where to start at this point.
I’ve been living in Rome for 8 months now as a student, and I still haven’t been able to get my codice fiscale. Every time I go to Agenzia delle Entrate, they tell me I need to wait for my permesso di soggiorno first but that makes zero sense to me.
At the Questura, they literally tell you to go get your codice fiscale from Agenzia delle Entrate, which implies you can get it without the permesso. On top of that, I personally know people who got their codice fiscale without having their permesso issued yet, while others (like me) are told it’s not possible. It feels completely random, like there’s no consistent rule and it just depends on who you talk to.
Because of this, I can’t even open a proper bank account, so my money (that I needed for my visa) is basically stuck. It’s incredibly stressful.
And honestly, the way foreigners are treated in some institutions here makes everything worse. The lack of willingness to help, the dismissive attitude it feels like you need insane mental stamina just to get basic things done.
Apartment hunting has been another nightmare. Agencies don’t reply, or they’re rude, or they don’t take you seriously if you don’t speak perfect Italian. I was even refused entry somewhere just because I didn’t speak Italian.
At this point:
No codice fiscale
No proper bank account
Housing issues
Conflicting information from every office
I feel completely stuck.
Has anyone gone through something similar recently in Rome?
Is it actually possible to get the codice fiscale without the permesso right now, and if so, how?
Any advice would honestly help a lot.
