Low-wing turboprop passed low overhead as I drove north on 880 toward OAK. What could it be?

Flightaware has the answer - a Saab 2000, probably a charter out of Texas. Super rare, since only 63 were ever built, the last one in 1999.

Nice to see something different from the dreary procession of twinjets.
