Who was responsible for the goat eating the money in That Darn Kid? Hawkeye, Klinger or Rizzo?

I wanna hear your personal opinions on who's truly responsible for why the camp lost their salaries to that goat.

The post that had me make this post in the first place was asking the worst thing that Klinger did while at the 4077 and someone replied with him letting the goat eat the pay meant for the other residents in That Darn Kid! and people were making counter points to that argument.

Points and arguments to be made:

Was it the fault of Hawkeye?

- It can be argued that it's his role to make sure to pass around the pay in a timely manner and he could've simply told Rizzo to go to the side to count his money so he could take care of the next person in line rather than let him hog up precious time long enough for the choppers to arrive, the others were even yelling at Hawkeye to remove him and he failed to do so.

Was it the fault of Klinger?

- A lot of people pointed out that Klinger shouldn't have left the money in the office unsupervised due to security issues and blame him for the goat eating the money, despite him making the effort to tie the goat outside and not thinking that it would chew through the rope, however it is still his job to lock up the office and he failed to do so.

Was it the fault of Rizzo?

- (While I could make a whole paragraph essay on why I hate this little Cajun cracker I'm not going to, I'm going to try and be as unbiased as possible when making this assessment) Rizzo was the main cause of the holdup in payment getting handed out in the first place due to counting his money too slowly but should we really get mad at him for being a slow counter? Not everybody can count as fast as an auctioneer speaks so we shouldn't hold that against him. Especially knowing that it's not his fault that he's not that well educated, as he explained he couldn't read too well in the episode Death Takes a Holiday.

Rod N' Emu (1991)

Rod N' Emu was an English animated series created by famous puppeteer and comedian Rod Hull (known from the popular Rod Hull and Emu show and Emu's All Live Pink Windmill Show aka the origin of the HI MY NAME'S KATRINA meme) and developed by FilmFair (Known for developing a lot of stopmotion shows like Huxley Pig, Paddington, The Adventures of Portland Bill and the Magical Roundabout) that aired on CITV in 1991.

The series documented the adventures of Rod (voiced by himself) and his faithful pet Emu whose lives are in danger of the evil Grotbags and her companions.

It ran for 1 season and 13 episodes.

Lowkey thought upon first glance Rod's character in the cartoon was a posh Shaggy and this was yet another one of those repackaged Scooby Doo ripoffs that Hanna Barbara made to capitalize off of the success of their predecessor but it isn't.

Rest in Peace Rod Hull.

Saw a trend on Twatter where they photoshopped a transformer's head on to their vehicle mode and multiply their legs to make them quadrupedal, it woke a deep evil within me so I made this.

And yes I purposely made his vehicle mode look smaller just to make him look goofy lmao.

Sorry Thunderhoof/RID 15' fans.

Personally I think so, Percy is the main engine that interacts with her after her debut episode (granted she didn't appear many times after that) but I wish they would've explored her and Percy's dynamic more, I think it would've been interesting.

While Thomas did help save OSC from scrap Percy also played a major role as well, besides Percy should be allowed his own coach, Thomas has Annie and Clarabel and Toby has Henrietta (Victoria and Elsie as well in the RWS), it's only fair.
