Does the type of ITX board matter?

I am currently making a list of parts for a build and have been trying to find a way to reduce my cost. So I looked at motherboards and see there’s a steep drop off from b650/b850 of around $160-180 and then a B620 I where the cheapest is $109? Is the B620 actually good enough to run parts like a 9700x and 5070 ti? Looking for advice.

I previously built a micro ATX build with a 9700x and 5070ti in the Lian Li A3. Loved it, but sold it because I wanted to make some money... and then wanted to build a new build... but mini...

I would like to do one the fractal terra case, like everyone else of course, but I want to do it to where I can make it a pc that I use as my gaming system at my tv, but at a lower cost as I used half of the funds previously to help with repair costs of my car, damn engine...

Anyways, I would love to keep the budget around $1500 if possible, I can budge a little, but the master of the house is always watching... I am wanting to go 1440P settings, (max settings, yada yada). I am also wanting to make sure that it is future proof(ish). I know with the RAM prices, the RAM in my previous PC build cost me $100 for cl30 6000mhz 32gb that would go for around $600 now... I dont want that. I think I found a great pair, but looking to see if I can cut any costs, yet keep the great performance.
