How do you create the Ice crystals that you need to destroy to skip the cooldown on this.

Watching that teleport slam really makes me want to Play this as soon as I can get my hands on this shield but that cooldown skip part is the only thing that confuses me.

Also what ascendancy will be good for this? One of the ranger ones for the projectile scaling or warrior for the slam synergy.
