My dog doesn’t know how to interact with our cat🥲

My cat Milan has a well deserved hatred towards my dog Roger. Ever since he was a puppy he thinks the best way to approach her is by running up to her and jumping around. She obviously get spooked out and runs away. I know he’s not trying to kill her either bc he just stands there if he corners her and he cries when he realizes she won’t play with him. I don’t think he grasps the idea that she’s not a dog. He will stand there staring at her when she’s hard to reach and cry and maybe even bark if he’s upset enough that she won’t approach him. Any tips on how to make their relationship better lol everyday it’s the same cycle of him trying to get her to play with him and her sometimes hitting him in the face(he thinks she’s playing when she does this). He’s 10 months old so I’m assuming he’ll calm down and maybe then she’ll get along with him

This is our boy Roger, he’s 10 months old and by the far the most anxious dog I’ve owned. When we got him we were at an apartment which was fairly large and we’d take him out 2-4x a day. We lived in a city and noticed he had a lot of anxiety when it came to the cars and noises around him during walks. It has honestly just gotten worse and worse, no matter how much I’ve tried desensitizing him since a puppy nothing helps. I rushed to purchase to a house just so he could finally have some peace and quiet and it didn’t really help. Instead of only being scared of loud cars he’s now scared of regular cars too. It’s like he’s regressing. He gets overstimulated very easily, and he will try running away sometimes. When we lived in the apartment he’d be panting, drooling, trembling, and start rushing over to our building when we’d start walking back. I had him trained through American standard k9 from the age of 4 months to 6 months, I addressed the concerns with his anxiety as well but since he was on a farm in the middle of nowhere, it’s kind of impossible to replicate the same environment. He is fully trained, walks great on a leash when cars aren’t approaching, and is well mannered but it seemingly all goes out the window whenever cars approach. Also, his fears aren’t limited to cars, it is literally the most random things. He will run away from you if you are holding a trash bag because the noise scares him, he gets scared when we change the trash bc the metal banging, he gets scared when dogs bark at him, bicycles, scooters, golf carts, and just about any loud noise will spook him. I figured living at a house would finally allow him to go on walks and he’s only gotten worse. We paid 8k for the boarding and now we’re paying another 1k to a different trainer to help us with his fears. I honestly don’t understand how he became like this I feel like it’s genetic at this point. I don’t know what to do, he’s an extremely sweet and obedient dog but his nervousness makes me sad he can’t even enjoy walks. Does anyone have similar experiences or advice on how to help him?
