Where is the rationality on pieces of expression like the interview "The danger of child sexuality", sustained by Foucault ?

Is it a culture thing? Did french people find it interesting to be degenerate or to talk about this manner? Or was it a really niche thing, only found at intellectuals? They were only the french ones making this conceptual framework? They really thought it was chic?? What were they thinking?
