At what age group is it appropriate to begin sticking players to one specific position or area (OF, mid infield, corner infield) in travel?

Let’s say 12u kid has the choice of being on double A team or triple A/majors team. The kid himself is a top player on the current double A team and gets max reps. But the team doesn’t play well and often plays the minimum games in tournaments.

Should the kid leave for a triple A team for 13u or come back to the current team? Obviously mom wants max development opportunity for the kid to prep for next level which is high school in competitive area
