I’m in Texas and I bought a boat that’s federally documented through the National Vessel Documentation Center.

Original owner passed away

Ownership is being transferred to his kid

Then it will be transferred to me

Paperwork has been submitted but still processing

I already paid

Is there any legal way to take the boat out while waiting? Like with a bill of sale or written permission?

Also, how long are transfers taking recently? Has anyone gone through this lately? And is there any way to expedite the process?

Any advice helps.
