I read this book around 2010s while in either elementary or middle school library. The cover has a Chinese style white dragon, a girl riding it and holding a giant white pearl looking thing. The book is about a cursed village because the people made the weather mad (I cant remember if they were cursed without rain or cursed without sun...) but this girl decided to save her village by going on an adventure to find this God figure to grant her wishes to fix the weather.
Along the way she meets a dragon who cant fly and doesnt know why, and she befriends the dragon and they help each other. At one point theyre bombarded by monkeys and they get past them by putting a net over some rice, and the monkeys are too selfish to let go of the rice and fists too big to fit through the net - they become trapped.
Later she discovers the giant pearl on top of the dragons head can come off, and it was stopping it from flying. So now dragon flies, she uses the pearl as riches to save her own family, and I think one of her wishes fixed the weather or something. I loved this book, it was very good when I read it, just cant remember the title for the life of me!
