This hero would be so much more fun if you had to choose between throw and chain.
There's no reason to use skillshot with a sweetspot that you can't even cast instantly, this part of his skillset should be high risk - high reward tool. If survivability gained from chain was the problem, reduce the damage to overshield conversion ratio but buff the damage and optionally make it so you can cast it instantly, just like throw.
Instead the most optimal way to play this hero is = mindlessly spam throw under enemy legs because you can't miss it and it automatically targets nearby opponents and run them down while they are permamently slowed.
Someone sarcastic will say to just nerf throw instead and maybe it's valid but that's not the answer by itself, chain is just heavily underpowered.
