What’s wrong with our roses?

Just moved into a new home in February, these plants came with the house. So I know both about them. This bush was beautiful but is now looking ill. I believe it’s a dusty rose it’s very thorny. It started out as what looked like an intertwined darker plant now I can’t tell one from the other. What do I do? Just cut it all out or do I need to remove this? This plant gets plenty of sun although we did just get gutters so it’s not flooded with water like before.
