Not to me

Looking for help with this noise! It has gone off and on like this for about a month. The amount of times it happens per day and duration have increased recently. My landlord maintenance man fixed it about 1.5 months ago, telling us we have to hold down the the handle so the line doesn’t get loosed. Is there anything i can do to stop this myself?
