Disclaimer: Vet has been seen, confirmed it's a behavioral issue

My 5 yr old male cat has developed a behavioral issue since a year ago, peeing on my things when he's upset. He has become increasingly demanding and controlling, not only to me but to my other cat (2 yr old female, they're bonded).

He doesn't let either of us out of his sight, or he pees. If I leave the house, he pees. If I pet the other cat, call her, or even look at her, he pees. If I don't pet him right away, or give him extra food, or play, he pees.

This is a rental apartment and he has peed on nearly everything. I am at my absolute wits end. I keep the litter boxes clean twice a day, changed the litter types, and it doesn't matter.

If he doesn't get his way, he goes to the nearest object or furniture, looks me right in the eyes, and pees on it. He's peed on the floor, all of my furniture, my clothes, my bed, the carpet, rugs, toys, basically anything nearby.

I genuinely don't know what to do. I've tried diffusers and all sorts of things. It's getting exhausting to clean everything up after him. Please help.
