In the books I love how the allies of Katniss kept mentioning stuff about the baby even though they knew it was a fake and I just wish they included that in the movies!!

The 1st quarter quell was when the districts voted for their tributes but I was wondering, what if somebody volunteered? would they let that happen? Is their anything else that is a loophole?
