So, the Nightclub will cooperate with your Bunker to sell some through it, but even with the supply bar full, the Nightclub won't let me choose that option. Why?

So, I've seen a bit of a trend that low-level players start one of Gerald's missions (hence the title). I wanted to help out every time I had the chance, but as soon as we got ready to start, they left. Can anyone tell me as to why?
