New Airtel broadband : wifi works, but not landline; airtel not accepting the fault

Had a new airtel broadband connection recently. The router and wifi works fine, but there is no dial tone in the phone instrument.

At another airtel broadband connection point, the SAME telephone instrument works fine.

The installation person wasn't even willing to accept this point and he said the line is working from their side and I should change the instrument.

So, to convince him, had to take him to a nearby place with someone else's landline to show that the instrument is working.

The issue is open for about two weeks now. Have asked him to try and change the router but he is refusing. Nobody is giving any answer on the issue.

Have told them that I'll escalate this to TRAI since they have already started billing for the service which they have failed to provide.

Any advice on filing the TRAI complaint?

This is happening repeatably. If I reboot router ping6 (say ping6 youtube.com ) works fine, from any device on the local network. After 3-4 minutes it stops working. On the router there is a diagnostic menu which allows ping test, which continues to work. Anyone else facing this?

Airtel broadband seems to use CG-NAT, so you don't get a public IPv4 IP. But it seems you do get a public IPv6 IP. How to allow incoming connection (say for ssh or vpn) over it? In GPON Home Gateway (router software) I see Security -> IP Filter. But adding suitable rules here does not allow inbound access.
