For those areas they get damp (especially when it rains) what should I apply before filling, sanding and painting with anti mold paint?

Ideally that product would also work on the walls as I stripped wallpaper due to mold patches but if another primer is required let me know please. Mold has been removed (BIN, Gardz, anti mold primer?)

Want to make sure that the ceiling wallper doesn't bubble etc when painted and the wall isntreatee correctly but many products to choose and don't want to overcomplicate it.
