I remember watching a few videos of George Lucas doing a breakdown of concept art and ideas for Star Wars, among many he looks at one that looks like a small kid on a dark chair and he remarks something along the lines of "And the worst villain of them all... A kid" before laughing at the idea.

This is probably really easy to find if you know the context, I remember seeing it on videos about discarded Star Wars concepts and I quote it most often. Basic Google searching the phrase doesn't bring anything.
