There seems to be some problem with the ELO rankings on Catan Universe… why are there over 100 players with ELO exactly 1400?

Also my current rating is around 1350, but almost every time I play I’m paired with players lower than me. I’ve only played a player ranked over 1400 maybe once or twice in hundreds of games. This makes it incredibly hard to climb up more in ELO since you lose more rating points against lower opposition. I consider myself one of the best players in the world but because of random chance I can still lose the odd game against a player ranked in the 1200s… how to get to play against better opponents and climb up to 1400s, and who are all these guys on exactly 1400?
